To help users out a bit more they are now warned well before hitting a ban. Getting out of a ban once you've hit it is (apparently) not always that trivial. Now, disregarding some of the feasibility issues of that statement, that used to be the default answer. The bottom line of post-bans and creating new accounts has in the past always been "don't try to circumvent bans in that way, it will get you into trouble".
